Meridian Water, Enfield – Dust Management Plan (DMP)

Background
his project was for the completion of 274 apartments and 3,000m² of commercial floor space at Meridian Water in Enfield. The development formed part of a larger regeneration scheme aimed at delivering new homes, jobs, and infrastructure to the area. The site was within an Air Quality Management Area (AQMA) and Enfield Council required a Dust Management Plan (DMP) to be submitted as part of the planning conditions to mitigate any potential dust emissions during construction and to ensure compliance with best practice guidelines set out by the Institute of Air Quality Management (IAQM).

Challenge
The construction activities, including earthworks, material handling, and vehicle movements, had the potential to generate dust, which could impact local receptors such as residential properties and commercial premises. The site’s proximity to key transport routes and other ongoing construction phases of the wider Meridian Water development added to the complexity of dust control.

Solution
A site-specific Dust Management Plan was developed to ensure compliance with IAQM guidance and local authority requirements. The plan included the implementation of best practice measures such as:

  • Regular dampening down of exposed surfaces and stockpiles during dry weather
  • A strict on-site speed limit to minimise dust resuspension from vehicle movements
  • Installation of dust suppression equipment, including misting cannons at key locations
  • Wheel washing facilities to prevent track-out onto surrounding roads
  • Real-time dust monitoring at sensitive receptor locations to assess effectiveness and trigger additional mitigation if necessary
  • Communication and engagement with local stakeholders to ensure awareness of mitigation measures and to address any concerns promptly.
